Will Dutch gambling legislation be EU proof when the long-awaited remote gaming bill will finally be enacted? The proposed differential treatment of online and offline gaming (lotteries and land-based betting) casts doubt on that ambition.

'With larger lottery sales, more money will be made available to sports and charities, in particular to those organizations that, as of yet, have not benefited from lottery funding,' Peter-Paul de Goeij, Managing Director at new market entrant Lottovate Nederland, explained.

MP Mei Li Vos (PvdA) has been inquiring into the legality of the business practices of Ferry Roet, the controversial founder of 'Stichting Loterijverlies.'
Although Roet's original suit against Staatsloterij (now: Nederlandse Loterij), accusing the latter organization of 'misleading advertising practices,' appears to have had some merit, it has become increasingly clear that, realistically speaking, Roet's personal involvement in the proceedings is all but finished.
Postcode Loterij Taken to Court
If players have insufficient funds in their bank accounts to pay for their lottery subscription, Postcode Loterij will still debit their accounts at a later date – except when players would have actually won a prize. In that case, 'winning' subscribers – as opposed to subscribers living in areas with a losing zip code – are deemed to have not participated in the draw at all.
One such unfortunate punter has now decided to take the Dutch lottery operator to court.

'Our conclusion is that an exclusive rights model is still more responsible than a license model, despite the fact that there is some leakage of players to unregulated foreign players,' culture minister, Linda Helleland, said.

Toto, the sports betting brand of Nederlandse Loterij, has decided to scrap its payout commission to retailers. Instead, the operator will increase its sale commission with 1.4% to a total of 7.5%.
